Setting up a viable ecosystem in the form of city hubs to collect and deliver several goods (construction materials, retail goods, parcel goods, waste return, ...). This includes full-chain optimization (LIHH, OHB), business modelling (LIHH, POM), analyze split incentives (LIHH, POM), vessel ownership (OHB, EVW), legal framework (LIHH, POM) and the construction of safe, sustainable and valid policies (LIHH, EWV, POM, OHB).

Barriers and opportunities will be identified and included in market strategy development. Having both suppliers and launching customers on board ensures a go-to-market approach.

Successful business models are imperative for technological innovation uptakes; those uptakes are slow,
being technology pushed and not demand driven. This work packages examines the urban IWT implications on the business case for a specific shipping segment and how alternative business models would fit better with this technology, offering to the adopter a competitive advantage. 

Different segments will be identified, where the differentiated AVATAR technologies would fit best, and the determination whether new business models are necessary. Also, a regulatory review is carried out as emission regulatory enforcement can drive the technological uptake especially for the AVATAR case.
