Blockchain offers new ways of organising public sector services but also demands new ways of governing traditional legacy systems. Benefits often relate to better security (improved data integrity, tamper-resistance), efficiency gains (reduced processing, less time and costs) and a greater level of trust in public records. There are however limited examples of scaled up public sector use of blockchain in democratic processes, especially moving beyond proof of concepts. County Administrative Board of Skåne has pulished a report which addresses the issue of blockchain in the public sector by identifying the obstacles and opportunities for democracy development.
